[BUG] Unable to select any tools on app or viewer toolbars

Description

This is a more general issue that is related to #2427.

In all viewers, I am unable to click and make selections from the both the app and viewer toolbars. I've attached a video example demonstrating this : I can make the default circular subset, am able to select it in the top menu, but I am unable to click and delete. I am able to right click and see the other options for subsets, but unable to actually click to select a new one. Unlike the issue reported above, I don't see a traceback.

In specviz, for example, I am able to right click and see the zoom options but unable to click to select a new one.

Software Versions

This issue exists on main and 3.6.2, but not in 3.6.1*.

* when I install 3.6.1, i have to also apply the changes from #2420 to fix another display issue.
