wrong rate conversion with tibetan wave #46

Sometimes it fails to force the signal to control rate
and tries to convert the audio-rate signals to constants.

Concrete example:

> dac $ C.tibetan 8 0.1 (linseg [110, 5, 150])

Fails with

error:  Unable to find opcode entry for 'downsamp' with matching argument types:
Found: i downsamp a
Line: 47
 from file tmp.csd (1)
