Getting hotkeys to register inputs only if some window is detected through callback

As it is right now, the ahk hotkeys stop all inputs of that hotkey.
If my hotkey is control F for something in my program, it will not work the moment the program is launched.

How can I add a failsafe to my callback function to let the hotkey work as intended?
