For example srobo/tasks#626 really has two components: update puppet for the latest Fedora (which anyone can do) and then deploying it (which needs to be done by someone with infrastructure access.

These are also plausibly separate tasks, especially given the amount of year-specific work which needs to happen in the latter but doesn't affect the former.
