[RFC]: Add static site for interactive tutorials built with Observable Framework

Description

This RFC proposes to migrate the current "repl" link on the main homepage at https://stdlib.io, which points to an Observable Notebook, to a new static state hosting interactive tutorials and guides for how to use stdlib built with the new Observable Framework static site generator.
