A. : I haven't confirmed this, but Configu states any time zone is eligible (suggesting worldwide shipping)

You can get both a t-shirt and a beer glass if you vou contribute three valid pull requests. This is possible for both coders and non-coders (translation, ...)

They don't specify exactly how to claim the swag, but they do say to join their Discord server for help and that your PR will get the hacktoberfest-completed label if it counts.
