Only release patch versions for docs(readme) type if the readme is shipped with the docs

Because NPM automatically packs and displays the README on the project's page, using the docs(readme) commit type triggers a patch release.

This is not relevant for hex packages unless the readme is explicitly mentioned in the project.docs.extras list.
