If you find WAS 7 still does matter, maybe you can contact with the WASdev team. Ask them if it is possible to publish official image to Docker Hub as what they did for WAS 8.5.5+ .

I need to install "JPA 2.0 Feature 1.0.0.9" which is in the link " https://www.ibm.com/support/pages/node/577317" but its format is not the traditional one, it can be installed by .sh. @Renanh Sorry, I have no idea how to silent installing IBM Installation Manager and WAS Feature Pack.
