Review Security Package Code and Identify Functions to Aggregate into the Token Service Class

The modularization of the TokenService class has been well thought out, but it still needs to be reviewed. Some code snippets scattered across the security classes contain logic that makes sense to belong to the TokenService class. Consolidating these functions will improve code organization and maintenance.
