Failed repetable jobs doesn't follows the maximum number of attempts

When a job is started as a repetable one, it doesn't follow the maximum number of attempts I set:

await processWebhooks.queue.add(
  "foo",
  {},
  {
    attempts: 1,
    repeat: {
      every: 1000,
    },
  },
);

This job will be retried an infinite amount of time:

This does not happens if I don't repeat it:

await processWebhooks.queue.add(
  "foo",
  {},
  {
    attempts: 1,
  },
);

Or if I use removeOnFail: true

Why this behavior?
