getting TCPDF ERROR: Please explicitly set action attribute path!

I am new and trying to get a PDF of a webpage using file_get_contents. But I keep getting Please explicitly set action attribute path and I'm not sure I understand it.

I have seen examples of people using file_get_contents, but I'm tinking I'm not adding this content to writeHTML() or Output() properly. What am I doing wrong?
