[feat] CI | Limit deploys to tagged PRs

Describe the problem

Any PR made by core members triggers a new deploy (we already limit it based on edited files) we should add another filter on a tag since a lot of PR don't necessarly need deploys

Describe the solution you'd like

Add a deploy tag, and edit the action trigger.
