Steps to reproduce

  1. Open drawer for an account with many folders where scrolling is possible.
  2. Swipe down, but not too much to trigger a reload, and observe the reload icon at the top and the elastic overscroll.
  3. Swipe up, then swipe back down to the top, and observe the same.

Expected behavior

Swiping down while at the top should try to trigger a reload and cause no overscroll. Swiping up, and then down to the top should only cause overscroll and not try to reload.

Actual behavior

Swiping down while at the top tries to trigger a reload, and when it fails, causes a delayed overscroll. Same behaviour when swiping up, and then down to the top.
