For example: https://bots.tidb.io/ti-community-bot/repos/pingcap/community/pulls/371/owners, this api shows members of a specific sig, but is difficult to determine which sig it belongs to at the first glance. Can we add a field to specific which this pull request belong to, such as: @ti-community-infra/sig-community-infra-committers @ti-community-infra/maintainers |

These permissions may also be direct collaborators of the repo, not always use sig data.
For example, ti-community-prow is now use its own write permissions, and no sig is configured yet.
