Describe the bug

In order to share an EPR between two Hosts, there has to be a classical connection between them, which should not be necessary to share an EPR pair.

To Reproduce
Steps to reproduce the behavior:

  1. Create two Hosts in the network
  2. Create a quantum connection between then using add_q_connection
  3. Send an EPR pair between them
  4. Observe the EPR never arrives

Expected behavior
An EPR pair should be able to be transmitted with just a quantum connection.
