This year I can't open [http://lvserver.ugent.be/xraylib-web], and I failed to build a web-based xraylib:
xraylib-4.1.2-win64.exe installed
wampserver3.3.0_x64 installed
Windows 10
Python 3.91
Chrome Browser
I check the PHP file folders, but can not find 'Table.php' & 'xraylib.php'.
Do you know how I can fix this problem?

That server has indeed been taken down, after more than a decade of service. I do not plan to continue hosting this website, it is unmaintained, and is certainly not compatible with the most recent releases of xraylib.
You can certainly not run it by installing the Windows executable, or the Python wheel (which I do not maintain anyway).
I would strongly recommend using Python directly to make your queries.
