Similar to the RESOLVED state, we want a new state that allows admins to deprecate results / workflow runs.

The transition into this state should only be possible from the SUCCESSFUL state and should be used to indicate that the results from this workflow run are no longer valid or needed.

This state can then be used to automatically clean up no longer needed outputs/files.

For example: a workflow has been rerun with a newer version and the previous results are no longer needed.
(Note: this has to be a manual decision after careful consideration whether the original results can be removed)
