REM feed to InAware for non-REM'd cities

FY17Ext Dev Meeting Field Office 14 _ Following InAware II Quarterly meeting, PDC strongly suggests CYA solution to InAware data consumption of non-REM'd areas of Surabaya (and Bandung); can we use a "tweet count" in a given Kelurahan polygon as a proxy to the REM selection? This would need to export in CAP with a caution: Flooding reported in this district; see map for details (link); note: number of tweets per district are not proportional to flood severity.
