Several reported and confirmed instances of issues with the indoor plumbing data #2229

Describe the bug
There has been reported issues with the indoor plumbing data. For example, the tract in the screenshot below is from Beverly Hills and is being reported to be the 99th percentile of that burden. It would be good to run some experiments to validate the dataset in some noted cases and as a whole.

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'explore the tool'
  2. Click on 'tract 06037262100.'
  3. Scroll down to 'lack of indoor plumbing burden'
  4. See error

Expected behavior
Validate the dataset and the percentiles
