As @martinsefcik suggested in #1040, the easiest way to resolve that issue (and #1072) might be to make the Environments configuration widget a SpecialTab, like Variables, Runner, & Collection [Settings].
(I've made some progress towards a PR, but I figure it might be good to ask here before I get it ready to submit.)
