Also, in terms of acceptance criteria, we still ask for examples. It seems in #1263 NIST has begun removing examples from the Metaschema and I am not sure of: do we need examples for this PR? Do we need a follow-up issue for examples? Either way, where should new examples go? Let me know. Thank you!

It would be good to add an issue to create an example in the oscal-content repo maybe?

Going to start out with this usnistgov/OSCAL#1429 (comment) and flesh out some more. This was not filled out completely from the template, so no AC or Goals. Will whip up examples and then figure out where to post them later in a PR, perhaps pointed at #1429 feature branch I guess the oscal-content repo if it's here?

Talked with Dave and will try to work on #116 and use this to potentially resolve some of the issues with stale CI/CD configuration, and back them out of the branch here, like the Saxon update in https://github.com/usnistgov/oscal-content/pull/139/files#diff-5303e5602e07564f2cace90648e9683baf49318fa26be8588c7d19ad067adc6b.

I will move this forward to Sprint 61 but with the expectation that I can unblock CI/CD issues during the same sprint, this is more or less ready.

Once usnistgov/metaschema#253 is merged, the CI/CD issues here will be fixed and this can be merged.
