Is your feature request related to a problem? Please describe.
This is related to the inability for mods and myself to change the options of the TTS solution while llive, as well as the inability for users to shuffle or randomise their own voices.

Describe the solution you'd like
Simple chat commands to control the bot (such as !shutdown) as well as permission options to enable either all viewers or just a singular role (IE: subs, VIPs, editors) to reshuffle their voice.

Describe alternatives you've considered
This needs to be implemented into the bot without hacky solutions involving external scripts, and should be core functionality.
