Feature Description

MySQL 8.4 LTS has been released a while ago and Vitess should also support this version.

Some preliminary work is already done with:

#15808
#16357
#16426

There's currently no timeline set for this work.

Use Case(s)

Run Vitess with the latest MySQL LTS release.
