Refine custom-application-tab extensibility

Next in priority to #255 / completed with #254.

"Bring your own custom UI panel / application" needs to be a first-class configurable thing. This may technically be the case? In any case we should develop using a mechanism like this to ensure it exists and is reasonable to use (do another/final refinement pass on this interface).
