Support Links outside Action Block?

The Action Block currently supports including Internal Links. There are PR's to add support for External Links (#234), Email Links and Phone Links (#236). The functionality of these last three would also be useful outside the Action Block. And all of them could be useful for a single styled action outside the Action Block. So should we make them available directly in the Text Block and Text Image Block?
