Specberus now requires

Group Notes are not endorsed by W3C nor its Members.

But this is not true. Group Notes are not endorsed by W3C, but the are endorsed by the members of the sponsoring Group. This should be corrected.

It is a true statement, but you'd like us to also indicate that, in addition, Notes are endorsed by the Group.

While I believe we should stay silent by default for Draft Notes (ie it's up to the Group to say if they want to endorse a draft note), we could say something like that for Notes:

As a matter of implementation, we could allow both wordings:
"This Group Note is endorsed by the XXX Group, but is not endorsed by W3C itself nor its Members."
and
"Group Notes are not endorsed by W3C nor its Members."

on Draft Notes and Notes.

LGTM. Note that for Draft Notes, we do include "Draft" in the sentence so this would look like:
"This Group (Draft )?Note is endorsed by the XXX Group, but is not endorsed by W3C itself nor its Members."
and
"Group (Draft )?Notes are not endorsed by W3C nor its Members."
