cli high priority features and improvements #477

This future merge request will involve the following CLI-related features and improvements:

Consistent documentation of supported DID methods and keys.
Fix did resolve command to work with every supported DID method.
Allow jwk_jcs_pub option to be specified for newly created did:key.
Expand VC verification policies set to additionally include: allowed-issuer, webhook and revoked_status_list.
Introduce vp root command with create and verify subcommands.
Extend and improve overall documentation organization.
