create gcp_bigquery_select_v2 processor

There is a gcp_bigquery_select processor but after adding in the ability to create more dynamic queries it would seem that it is more complicated than it needs to be. The aws_dynamodb_partiql for instance will just have a field for the query rather than having multiple fields for different parts of the query: where clause, columns, etc.
