Packages refinement - Stage 2

Description

We have been reviewing the packages building process, and we need to adjust some things to smooth out the following steps. This issue continues the work on #484.

Functional requirements

• Cache OpenSearch plugins and other dependencies on the GH Workflow to build packages to reduce the time required to build a wazuh-indexer package. These dependencies only change when we move to a newer version of OpenSearch.
• Usability upgrade. Improve the descriptions of the inputs required by the GH Workflow to build packages.
• Usability upgrade. Build wazuh-indexer packages in one run (Dockerfile).
• Usability upgrade. Improve the documentation to generate packages.
• Continuing the work from Phase V - Docker images #192, automate the "build & push" of Docker images in GH Workflow.
• Update our tooling environments to use our Docker images.
