Improvement: Show the publication date of the CA Config

It would be handy if the last publication date of the ca config is visualised somewhere, together with the author who did the publication.

that's quite complex, as those publication dates are completely different paths than the editor page, and it may be lots of individual pages (e.g. the inheritance hierarchy, configuration collections), so it's most times not a single date but a list of dates.
