I've been seeing this error pop up in our PR build jobs lately

RequestError [HttpError]: You have exceeded a secondary rate limit. Please wait a few minutes before you try again. If you reach out to GitHub Support for help, please include the request ID <redacted>.

Normally this workflow will automatically push any generated or modified files to the branch on behalf of the user
