The WITNET_RUST_VERSION variable specifies a range of compatible witnet-rust versions that can be used with this version of sheikah. That is used to prevent sheikah from updating the wallet to new versions that may have some breaking changes. However, this doesn't work when sheikah is started for the first time, because then it will download the latest version anyway, ignoring the WITNET_RUST_VERSION variable.
