Develop a schema, examples, and Schematron rules for all of the area-forecast/hazard products (AIRMET, SIGMET, RHWAC, GAMET, SigWx, etc.).

This will be implemented on the same time scale as #42.

A draft of this schema should be provided for review and discussion in TT-AvXML/8 in Asia March 12-14, 2019
