The other training workflow: roads

Once we have an up-to-date, tested training workflow for a 3-category classifier--which should be covered in #12--we should create an analogous workflow for roads. These two processes are largely but not entirely the same, so they do require two separate workflows. An older example of this divergence can be viewed in the Phase III archive: 3-category training and 1vAll training.

I think the workflow for roads is ready but the prediction went wrong with the all India roads model. Peter retrained the all India roads model. Once we confirm that it trained and produced reasonable prediction, we can close this issue.
