Validation is not available for endpoints when importing APIs using params.yaml in apictl

Problem

Need to address the following concerns in the APICTL.

1. Validation is not available in the current code for endpoints when importing using params.yaml. When using params.yaml for importing, we need to validate the endpoints whether they are empty or not.
2. We do not update certificate metadata if the alias is already available in the ‘AM_CERTIFICATE_METADATA’ table. This behaviour is expected. However we are not having a warning log for this. Hence a warn log should be added.
