Description

Subscription related data disappears from enforcer after enforcer restart

Steps to Reproduce

Apply a subscription with ratelimitRef: "sub1"
Debug the enforcer datastore and confirm the ratelimitRef is there
now restart the enforcer and check for the same ratelimitRef.
Expected ratelimitRef should be there. Actual: RatelimitRef is null
