Document new role management feature

Role management feature in IS-7.0.0 has new improvements.

• Role can have audience: application / organization
• Role's permissions are now bounded to API resources' permissions(scopes)
• Role associated appliciations will be returned in the response

Describe the improvement

• Role management capabilities has been improved in IS-7.0.0

• There is new API, /scim2/v2/Roles to manage roles

• Need to document this feature

• New API docs

• How to manage roles through console

• How to associate roles with applications

• How roles get shared to organizations

• Changes to event names, therefore changing event handler subscriptions

• Document new adaptive functions Add an adaptive script functions to consume v2 roles of a user during adaptive scripts #17543
