Selectively share console roles with sub organizations

Currently we can create Console roles in the root orgs, and once they are created, they will be shared with the sub orgs. But in some cases the roles in the root org may not be needed for the sub orgs.

Describe the improvement
For example A user have a app developer role in the root org, and that role is to mainly targeting application development purposes. That role might not be required for the sub organization since the sub org console has limited access to the Application UI.

So suborg only has limited features and only roles relevant to those features need to be created. IS should provide the capability to selectively share the roles with the sub orgs and root orgs.
