Make the release process atomic

We can further improve the release process and try to make the process atomic as much as possible. There are some immediate requirements that we need to address.

1. The Nexus repository should only be released if all the operations have passed. Need to verify whether the tag is created, the release commits are merged into master etc.

2. If any operation failed, rollback the previous operations.
