Numpy 2.0 broken, I need to fix it!

With set_string_function being removed in Numpy 2.0, we have no choice but to disable setting rept and str. I'm not sure how useful they were in the first place, and I don't think it's worth keeping them around for when the users have numpy 1 installed.

I'll keep this around in case people have been using those options and will be surprised by them suddenly not working.
