Describe the feature

When changing the "lsp" section in the global configuration, language servers that have been modified are restarted. The same should happen when changing project settings.

That's going to be a bit tricky to figure out, as these can potentially affect things like initialize params or workspace configuration (or which binary is ran); I am working on an adjacent functionality in #22182
