apt-cyg installing zsh

The apt-cyg install zsh line is having trouble. I found the mirror list https://cygwin.com/mirrors.html and set a new mirror, but still see the error message

Installing zsh
Package zsh not found or ambiguous name, exiting

The only relevant info I found for that error was not sufficient to resolve the issue and install zsh: haithembelhaj/oh-my-cygwin#14
