Research - Extension of cli pipeline library to other projects

The shared pipeline developed here: https://github.com/zowe/zowe-cli-version-controller may be extensible to other components within Zowe. Investigate and if a strong argument can be made, engage squad leads / architects.

We currently have a library in use https://github.com/zowe/jenkins-library which includes several functions. I think we may consolidate into one library and apply to all repositories.

Agree with your comment. Once we complete branching discussions, we should try to POC one component repository and one zowe repository(zowe-install-packaging, zowe-install-test, etc.) .
