1.0.0.3: Added 3 settings + fixed an issue that caused vanish to hide players from global mods instead of the other way around

• IsOverwatchWhitelisted: If true, players with overwatch permissions will be able to see other vanished players
• IsEnabledOnlyForGlobalModerators: If true, only global moderators will be able to use the vanish command
• IsEnabledOnlyForOverwatch: If true, only players with overwatch permissions will be able use the vanish command
