Finished conversion to a role with Clair

Changelog:

• The previous release was in the form of a role, but was actually a collection of playbooks. This created issues with variable precedence, especially with the defaults. Now variables should behave as expected and sample group vars are available for adding this to an existing environment.
• Clair is now included and functioning
• Switched to TLS encrypted by default.

Release for everything except clair

There are still some issues with the Clair deployment, but Quay and mirroring work fine
