Remove workaround for cibuildwheel problem

• Remove the workaround for Linux ARM64 wheel build with QEMU fails because cibuildwheel tries execute container in x86_64 mode pypa/cibuildwheel#1771
• Requires Update cibuildwheel to resolve Docker Image issues pypi-packages#7
