hds-2065 changed to default domain and added new version cookie. Changed <Link> in index.mdx to <ExternalLink> because <Link> does not remove new line <p> tags.

Update cookie documentation to recommend using subdomains instead of *.hel.fi

Motivation and Context
For security reasons it's recommended to use subdomains instead of *.hel.fi. Documentation was not up to date.
