Replace street maintenance application with maintenance application
The maintenance application will be used for processing, serving, fetching and storing maintenance data, such as street maintenance history or ski trail maintenance history.
Adds the models, api, tests and others from the street maintenance application with some modifications.
Also delete most of the code in the street_maintenance application and add migration that removes the tables.
