clean up longruns

Purpose

Cleans up the longrun pipeline:

• Changes everything back to idealized insolation, except for one job to make sure time-varying insolation works. I will remove it after Add a slab ocean and energy and water conservation tests in long runs #2399
• Moves the hydrostatic balance job to high resolution. I will move it to the GPU pipeline after add longrun gpu pipeline #2441
• Removes the all-sky job in experimental as all-sky radiation has already been tested in DYAMOND. Moves some topography jobs to experimental.
