Purpose

weekly release. also increases ref counter as the new Thermodynamics version results in behavior changes.

Blocked by increased allocations from dependency upgrades - see #2597

@Sbozzolo @charleskawczynski Any idea why this PR increases allocation for several jobs, especially the threaded one increases by ~200? https://buildkite.com/clima/climaatmos-ci/builds/16235#018d4884-7254-45f7-bc54-1ea44e2c5936.

I think there’s a new inference regression, I started digging into it yesterday, but I haven’t gotten to the bottom of it yet

I’m trying to debug this in the JET job in https://github.com/CliMA/ClimaAtmos.jl/pull/2586/files
